Not quite. The project itself is an old one - it came about before the science of psychological profiling was really honed down to an art, and Yan Security University's profiling department offered to pair with the police bureau on it. The idea was to create a partnership between the two, so that in the future, psychological profilers would be consistent consultants on the police's side in order to help them solve cases. The Picture Album would be a set of profiles developed to use as a base in order to create consistency, so police could start to use profiling evidence in the courts.

[ he pauses for a moment, like he's not going to continue anymore, but - with the air of a bit of a secret, something mysterious and unfathomable, he continues. ]

Each case in the original project was unsolved, though, save one. The person who led the original project ten years ago wanted to try to use profiling to solve them, even though they were long cold. Through that leader's consistent pressure, the police were able to at least identify a few suspects.

...But, each suspect in the case was met with misfortune. Some were caught in unusual accidents. Some just disappeared. One of them committed suicide, and left a note confessing to the crime. It was such a strange coincidence that the police determined that it was connected - that a highly intelligent killer with a close relationship with the police and their methodology was committing vengeance. The project was suspended, the cases left unsolved, and there was a massive investigation. The details after that are still sealed in records.

The renewal of the project is still the same - practicing profiling in cold cases to help create that partnership. It's a good project, but one that people seem to see as a little cursed. I'm not afraid of a little curse.

That, and we've had a string of strange cases in Yan City, recently, and there are a few details that stick out as similar. Plenty to study.

Maybe, maybe not. But, a lot of those suspects were just that - suspects. We don't have any solid proof that they were the ones involved.

Some of them may have deserved it. Sometimes victims don't tell the full story to the police, and they never know - they just have to figure it out on inference. At that point, then, it's always been out of the law's hand, and they have to fend for themselves.

It turns out it may be an entire group of people working under one savant, who was supposed to be dead. We were on the cusp of solving the entire thing, but, well. [ an outwards gesture at the whole... being dead thing.... ] Alls well that ends dead, I suppose.
